Washington County Public Schools
Washington County Public Schools (WCPS) is committed to building a community that inspires curiosity, creativity and achievement. Having teachers who are well trained, engaged and dedicated to student success is the most critical factor in achieving their goals. But an outdated professional learning program and a substitute management system that left the district with fill rates as low as 82% stood in their way.

As part of their strategy to focus on strong instructional practices in the classroom, Atlanta Public Schools provides intensive, targeted professional development for their educators. But with insights from Frontline Absence & Time and the Frontline Research & Learning Institute, district leaders discovered their initiative was taking teachers out of the classroom — leaving the district vulnerable to low fill rates and substitute shortages.
By comparing the district’s employee absence and substitute data to national benchmarks, Atlanta Public Schools was able to create a collaborative, data-driven strategy and continue providing a high level of professional development.

When Greece Central used an antiquated database system to track professional learning for teachers and staff, they were frustrated by the cumbersome, expensive process. A backlog of emails and communications around professional learning was the norm. Twice-a-year reports about credits and payments for professional learning were frequently inaccurate, and teachers often had to wait for reimbursements.
To address those challenges, Greece Central chose the professional learning management tools (formerly MyLearningPlan PDMS) in Frontline Professional Growth. Greece Central was particularly drawn to the choice of learning that the dynamic online catalog in Frontline Professional Growth allowed them to offer teachers, as well as the online planning and approval process for learning opportunities.

Mark Gruzin
Chief Executive Officer
Mark Gruzin is the Chief Executive Officer for Frontline Education. He is responsible for Frontline’s core strategy and vision, leading the organization in our service of the K-12 education community. Mark also serves as a member of the Board of Directors for Frontline Education.
Mark comes to Frontline Education from Blackboard, an educational technology company, where he served as president of global markets. Prior to his work with Blackboard, Gruzin held multiple executive roles in IBM’s software group.
Mark’s core competencies include organizational leadership and execution, business strategy and innovation, operational readiness and driving business performance. He brings all of these areas of expertise and more to Frontline Education including his passion, both personally and professionally, to align with mission-oriented organizations.
Mark attended the University of Maryland, Smith School of Business. As an active member of the community, He also served on the Board of Director’s for the National Fragile X Foundation and is a Special Olympics Coach.
Bill O’Shea
Chief Financial Officer
Bill O’Shea is the Chief Financial Officer for Frontline Education. Bill drives Frontline’s financial planning to support the company’s strategic objectives while advancing its position as a leading provider of SaaS technology and solutions within the K-12 marketplace.
Bill came to Frontline from a venture-backed cybersecurity software company. The majority of Bill’s career was with Thomson Reuters, where he held various leadership roles across Finance and Accounting including CFO of the IP Solutions and Scientific businesses in Philadelphia and SVP, Global Head of Finance based in Switzerland.
In addition to his dedicated finance career, Bill previously served on the Board of Directors for CARECYN, a New York City based charity. Bill holds a B.S. in Accounting from the University of New Haven and an MBA in Finance from Sacred Heart University in Fairfield, CT.
Curtis Hampshire
Chief Client Operations Officer
Curtis Hampshire is the Chief Client Operations Officer for Frontline Education. He is responsible for establishing long-term client relationships with the K-12 market through consistent, scalable and human-centric strategies.
Curtis is a seasoned professional known for enhancing the customer experience and driving operational excellence. Curtis held leadership positions at AT&T and SunGard AS where he was responsible for support and services delivery to enhance the overall client experience. He served as Executive Vice President and General Manager of Highstreet IT, a digital transformation firm focused on consulting services, support and implementation needs for Oracle SaaS Applications.
Curtis spent his early years as an active-duty member of the U.S. Air Force.
Chris Tonas
Chief Technology Officer
Chris Tonas is the Chief Technology Officer for Frontline Education. Chris is responsible for leading the technological aspects of the company including engineering and development and managing cloud infrastructure and security.
Chris has a distinguished career marked by his involvement in major technology advancements. The majority of Chris’ career was spent at Oracle where he oversaw the development of frameworks and platforms powering the 100 Oracle Cloud Applications that form Oracle’s SaaS offerings, including Human Capital Management and Enterprise Resource Planning. Additionally, Chris' role as CTO at Pluralsight involved leading a team of engineers, driving standardization and modernization initiatives, and expanding the company’s global product and technology.
Chris is based in the San Francisco Bay Area.
Kevin Haugh
Chief Product Officer
Kevin Haugh is the Chief Product Officer for Frontline Education. A highly driven and proven software executive with expertise across a wide array of domains, Kevin brings deep knowledge of product management and positioning to the Frontline executive committee. He will be responsible for enhancing the organizational structure, performance and agility of Frontline’s robust product team.
Prior to joining Frontline Education, Kevin’s recent roles have included serving as Chief Strategy and Product Officer for Omnitracs, General Manager for Roadnet Technologies and Vice President of Product Management and Product Marketing for Roadnet Technologies. Kevin also brings prior software leadership experience in the human capital/talent management, HR, benefits and business process management areas.
Kevin’s background also includes extensive consulting experience. Recently Kevin has consulted to a number of budding software companies. Kevin has also advised numerous Fortune 500 companies as well as two U.S. Presidential Administrations, numerous Congressional Committees and dozens of healthcare organizations.
As a frequent speaker on industry trends, Kevin leverages his more than 25 years of experience leading strategy, product management, marketing and M&A activities to support and inform his internal teams as well as the broader technology community.
Kevin is a graduate of Vanderbilt University and has served as a director on multiple boards including a recent position for Peloton, a company focusing on the development of autonomous and semi-autonomous commercial vehicles.
Victoria Silbey
Chief Legal Officer
Victoria Silbey serves as Chief Legal Officer for Frontline Education, bringing more than 25 years of legal and business experience to the executive team. In this role, Ms. Silbey is responsible for legal, corporate governance and compliance matters. She also leads Frontline’s human resources team.
Prior to joining Frontline, Ms. Silbey served as SVP, Chief Legal Officer, Chief Compliance Officer and Corporate Secretary at Laureate Education (Nasdaq: LAUR). Previously, she held the role of Chief Legal Officer and Senior Vice President at SunGard Data Systems (now part of FIS Global) and served as a litigation attorney at Morgan, Lewis & Bockius LLP.
Ms. Silbey holds a Juris Doctor and a Bachelor of Arts degree from Cornell University as well as a Master of Philosophy degree from Oxford University. With a deep tradition of academics in her family, Ms. Silbey brings a passion for education and a desire for all individuals to grow and thrive.
Mark Friedman
Chief Marketing Officer
Mark Friedman is the Chief Marketing Officer (CMO) for Frontline Education. As CMO, Mark leads our creative, demand generation, go-to-market and product marketing teams. He brings 25 years of strategic marketing and business development experience across start-up and large SaaS companies to Frontline with a focus on strategy, marketing and business development.
Prior to joining Frontline Education, Mark served as SVP, Global Customer Success for Genesys, Chief Marketing and Business Development Officer for SoundBite Communications, CEO of Peppercoin, and VP, Global Marketing of Lucent/Kenan Systems.
Mark is a graduate of the University of Pennsylvania’s Management & Technology Program, holding a BS in Finance (The Wharton School) and BS in Systems Science Engineering (The School of Engineering and Applied Sciences.) He also earned an MBA from the MIT Sloan School of Management, with concentrations in Corporate Strategy and Marketing.
Jodi Dickinson
Chief Human Resources Officer
Jodi Dickinson is the Chief Human Resource Officer for Frontline Education, providing a dedicated focus on HR, including our employee engagement program. She brings over 25 years of progressive HR leadership and expertise in growth, culture and engagement to Frontline. Her commitment to HR best practices and deep awareness of their impact on building positive working environments is essential to driving growth and development for all Frontline employees.
Jodi comes to Frontline from Certara, where she made significant contributions to the growth of the people, business, and culture as the CHRO. Prior to Certara, Jodi gained deep HR leadership experience in the education sector. She was SVP of Human Resources at Nobel Learning Communities (now Spring Education), leading all aspects of human resources and people strategies, and held senior HR leadership roles with Aramark Education and Laureate Education.
Jodi holds a B.S. in Psychology from the Pennsylvania State University and an M.S. in Human Resource Development from Villanova University. She previously served on the Board of Directors for Penn State Brandywine, CityLit, and Philly SHRM and taught HR Technology Solutions as an Adjunct Professor for nearly a decade at Villanova University’s Graduate Human Resource Development program. Jodi has a passion for education, technology, and collaborating to build HR strategies that help businesses and people grow and thrive.
Scott Ryan
Chief Revenue Officer
Scott Ryan is the Chief Revenue Officer for Frontline Education. Scott is responsible for fueling the company’s growth and driving adoption of innovative solutions. Scott is an accomplished leader in strategic technology and works to amplify the importance of software and solutions in increasing organizational productivity and performance.
Prior to joining Frontline Education, Scott served as President at myDigitalOffice where he was responsible for go-to-market strategy and execution. He also held executive leadership roles at other market-leading technology companies including Wrike and Workiva where he served as Chief Revenue Officer and IBM where he held multiple leadership roles.
Scott holds an MBA from the University of Virginia, Darden School of Business and a B.S. in System Engineering from the United States Military Academy, West Point.
